Upgrading rice value chains: The role of policy sequencing
Like many other
African countries, Senegal was sorely hit by the rice price crisis of 2007 and
2008. However, in November 2008 — just 6 months after the global rice price
peak and in the wake of the government’s Grande Offensive Agricole pour la
Nourriture et l’Abondance (GOANA) to achieve self-sufficiency in rice by 2015 —
the price of local Senegal River valley (SRV) rice dropped sharply.

Dr Papa Seck: There is absolutely no reason why Africa cannot feed itself
Declaring
that “food independence is the most crucial of all the independences and is
even more important than political independence,” Dr Papa Seck, Director
General of the Africa Rice Center (AfricaRice) stated, “There is absolutely no
reason why Africa cannot feed itself.”
Concerning
rice, which is now the most rapidly growing food source across Africa, Dr Seck expressed
his conviction

« Il n’y a pas de raison que l’Afrique ne nourrisse
pas l’Afrique simplement parce que l’indépendance alimentaire est la première
des indépendances. Elle est plus forte que l’indépendance politique, » a
déclaré Dr Dr Papa Seck, Directeur général du Centre du riz pour l’Afrique
(AfricaRice). « Les chercheurs doivent être au cœur de l’indépendance de
l’Afrique. »
